Outline: The top-level section is heavily populated by Pop-11 variables, many of which are global. These variables immediately propagate down into subsections, meaning that sections are committed to including Pop-11 definitions and making them awkward to use in other Pop-11 programming languages. It should be possible to inexpensively create new, empty sections for use in DSLs and other Poplog-implemented programming languages.
