Many so-called "sandbox" games which aim to give much freedom to the players but failed to do so. Because the interactions between the players and the world are minimal.

Take GTA for example, players can kill as many cops as they want but are not able to reduce the number of policemen, which SHOULD be a result of the mass killing of the players.}}
