Toggling the Developemtn Phase on from the GM Tool Menu will give you a message saying the Development Phase has been started.

Once the phase is activated then some additional controls are shown on the Character Sheet Stats Tab under the gold banner. Click on the red icons in turn to trigger the relevant activities. After that activity is completed the icon will be greyed out and can not be reactivated until a new Development Phase is started

The two stages are:

• Experience Checks
• Improvement Checks

Do I have to use this phase?

You do not need to use this automated option. You can, with your GM, make all the rolls and selections manually.
