Most of the time you are free to name them what you want but there are some cases where it you should use the specific IDs. In these cases the IDs are part of the predefined IDs in the Chaosium ID Drop Down list so you just need to select them rather than type the ID. (e.g. select "Dodge" for the Dodge skill). The specific CIDs are used as part of the system functionality such as to allow Dodge rolls in combat, apply Move Quietly penalties from armour, identify the correct tables in character creation etc.
