This document uses normal bit order (bit 0 is the least significant bit).
Which battle menu a character uses is determined by their character id. The
character battle menus are five bytes long each and a table of them extends
from 9FF50 to 9FFC2. Each byte designates a specific command such as 'Fight'
or 'Ninja'. The bytes specify what command is in each menu position from top
to bottom. The menus are associated with character ids starting with id 0
(nonexistent character has a menu with nothing but 'Fight').
Menu command names are also 5 bytes long. Their table extends from 7A9C6 to
7AAFF. Each menu command also has a byte associated with it in a table that
extends from 9FFC3 to 9FFDC indicating what it targets; this only affects the
cursor, not the actual effects.
