To craft a well, you first need to find a Well Bucket*, a Rope and a Shovel. Make sure the Well Bucket inventory is empty and combine with the Rope to create a Well Kit. Use the kit to place the well in a location of your choice. It has the same placement restrictions as a garden plot. You can then use the Shovel to begin building.
*Servers can disable well crafting by removing BBP_Bucket from the loot economy in types.xml
