The MS2131 looks like a fairly simple bit of hardware. https://forum.videohelp.com/threads/407889-MS2130-chipset-the-new-low-budget-Hdmi-capture-card-killer seems to suggest there simply is no way to pull the source res out of a uvc hdmi grabber.
