Automatically change the video quality with movement detection

How it works — Scenario

1. The streamer says they'll be right back, and turns on a "BRB" screen
2. Auto-Focus has seen the same picture for more than 60s a. Auto-Focus changes the video's quality to the lowest setting (usually 160p)
3. The streamer comes back, and there's a bunch of movement now (video game, running, dropped the camera, etc.)
4. Auto-Focus changes the video quality back to the highest setting (usually 1080p)
5. Auto-Focus keeps "watching" the stream for low activity
