Here are the key points.

1. Most important point, in system setting, set CPU clock to 80.
2. Set system resolution to 720p60hz.
3. Set all graphic settings to lowest.
4. Disable frame skipping (but you can play with this, see what works best for you)
5. Set Render resolution to 1x.
6. Disable cheat that locks FPS to 60.

When everything is done, you can get playable performance. Another optional tip is to enable 30 FPS locking in the cheat menu, but only do this if you are still not getting good performance.

Using these settings you can even run some stubborn games like Midnight club and Tekken 6 at 2x resolution.
