These items can be used to save teleportation locations, which can later be returned to via emc. The higher tiers work across dimensions, and eventually have no cost.

The Basic Alchemical Book can be used to teleport to locations within the same dimension for a cost of 1000 EMC per block.

Crafting the Basic Alcehmical Book requires 4 High Covalence Dust from projectE, 2 Red Matter from ProjectE, an enderpear, and a book.

The Advanced Alchemical Book just like the Basic version can only be used within the same dimension, but it has a cost cut (500/block) and allows saving locations with the player rather than the book. This prevents losing them if the book is lost. To change the save location for new locations (existing locations do not transfer), simply crouch, then right click while holding the book.

Crating the Advanced Alchemical Book requires 4 Magnum Star Ein from ProjectE, 4 Magnum Star Omega from ProjectE, and a Basic Alchemical Book.

The Master Alchemical Book doess just like the Advanced version, the ability to save locations on the player, as well as another cost cut (100/block), and the ability to teleport across dimensions.

Crafting the Master Alchemical Book requires 4 Colossal Star Ein, 4 Colossal Star Omega, and an Advanced Alchemical Book.

The Arcane Alchemical Book combines everything, saving locations on players, across dimension travel, and an even bigger cost cut (0/block, free).

Crafting the Arcane Alchemical Book requires 4 Final Star Shard, 4 Final Star, and an Advanced Alchemical Book.
