Founded by Zero in 2018, Licentia is a loose confederation of several communes of zeitgabberim. Each commune is governmentally independent, although some are economically dependent on each other. Not all people associated with Licentia are zeitgabberim, and not all zeitgabberim are affiliated with Licentia, but they Licentia is the largest group of zeitgabberim in the US with over a million known members. Their political status as an organization with regard to the US and local governments varies, and often subject to intense scrutiny. Many communes have what is essentially a standing army to protect against non-infected aggression.

Licentia is heavily influenced by anarcho-communism and the zeitgabber tendency to form collaborative hordes. However, individual members are free to engage in economics with mainstream society — especially if the wealth they gain can be used to better Licentia as a whole.

Licentia's largest American communities are located in the California central valley, Philly, New York, the outskirts of Los Caídos*, and Dallas. Most members of the Dallas commune cannot leave due to spats with local governments, and the New York commune is frequently forced to moved around the city. To avoid similar issues, the commune in Vegas is small and essentially operates in secret.

The dominant languages of Licentia are English, Portuguese, and Spanish.

*A/N Los Caídos is a fictional city on the Southern California coast. It was developed by fellow Twitter RPer Jeroen for his superhero OC Aoide. He gave me permission to ploink a commune there.

Communes

Licentia is made up of several communes. In most cases, the majority of a commune's affiliates live together in a central area — for example, most Taqfleck affiliates live on a plot of land that was once going to be a luxury hotel. However, several affiliates of a commune do not actually live on site. For example, Charis, Rayyan, and Priscilla are all Taqfleck affiliates, but they live in a house owned by Charis.

An affiliate of Licentia does not need to be associated with a commune. Such people are called "affiliates at large" or "members at large." But lack of attachment to a commune comes with some drawbacks — resources are managed by individual communes, not a centralized system, so an affiliate at large is essentially on their own for resources. They need to be able to live a typical non-infected life, or successfully scavenge.

Out of tradition, each commune has an associated animal. It has been observed that the animals selected tend to be associated with scavenging.

Ap Aniš / Ap Anish

A farming commune in Southern California, located about two hours Northeast of Taqfleck. It produces a large amount of the food used by Taqfleck. It is now one of the largest communes by area, but certainly not by population.

An outbreak in Los Caídos Zoo lead to several animals getting infected. While some were put down, the warthogs were instead donated to Licentia. They have become mascots for this commune and thusly they call themselves the Warthogs.

Members of this communes are called Houseflies due to the chief of police vowing to "swat" their community.

Dallas Outskirts

An internment camp created by the CDC and local government which gradually became a commune thanks to Licentia's involvement. Licentia helped develop the region and prevent from devolving into a humanitarian disaster in exchange for 5 year contracts for food, medical supplies, and building supplies, plus a 20 year commitment to allow usage of the local water and sewage systems per an allowance calculated by the commune's population. Also in these agreements are the right to build essentially any structure, provided it follows fire code and is less than 6 stories tall.

Ambulances and firetrucks are the only vehicles allowed in the camp. A loophole in local regulations has led to this commune using animals for transport, leading to their nickname of the Mules.

Limerick

A small commune in Ireland. Although its ties to Zero are strong thanks to the shared history, this is one of the smallest communes in Licentia.

Tierradentes

A farming commune located in the state of Minas Gerais. It mainly produces soybeans, beans, rice, and beef.

The name is a pun on the Brazilian revolutionary known as Tiradentes, and a reference to a translation error between Zero and several Brazilian infected. She was attempting to say that zeitgabberim have "the sharpest teeth on Earth," a metaphorical comment about their collective power, but completely jumbled the order of words.

Mudú̧dí̧

This is an "integrated" commune, meaning that its affiliates are scattered throughout the city. It also means that most of them are either carriers, or cyclers paired with carriers to take care of them during their RAASC. Infected in Angola who feel the need to live with the horde will often transfer to Brazil instead. While this often involves smuggling, the local government choses to look the other way as it helps keep the rate of infection down.

The primary language used by this commune is Portuguese. The name is said to a local language's translation for "shadow," bringing to mind Zero's saying about infected needing to survive in each other's shadows. Members of Licentia not familiar with Bantu languages are unsure if this is really a word, or just an elaborate practical joke.

Mid-Texas

As this place was previously called Rattlesnake Ranch, members of this commune tend to call themselves Rattlers, because they don't want to be called mid.

Mid-Texas is one of the few communes that is not accepting new arrivals. An agreement with local government and environmental regulators has strictly capped the population to 2000. This capped was raised in 2021 to 2255.

Philadelphia is a truly a magical place, and the commune of infected in the West is no exception.

As is surely a surprise to no one, members of this commune wanted to call themselves Eagles. One bizarre legal battle later, they are now called Vultures.

Rio

This is the largest commune in all of Licentia. It is centered around a single massive favela. Administrators from this commune are said the best in the world, thanks to having to manage resources for hundreds of thousands of people. Similar to Taqfleck, this commune had a rough beginning and suffered greatly in terms of shortages. However, the people within it came together. For infected who crave the embrace of a truly massive horde, there can be no substitute.

Taqfleck

Taqfleck's name is a bit of an embarrassment in that people tend to assume it, like several other communes, is named using a local tribe's language. It is actually a corrupted acronym.

Due to issues with local regulators, Taqfleck is a confusing mixture of highly developed buildings while also being full of shanty houses. It is hoped that the new mayor of Los Caídos, Jang-mi, may be able to force through the development of proper buildings.

Toghoy-Aqh

A commune located West of Las Vegas. Name comes from the Ute phrase "It is good."[1]

This commune does its best to stay under the radar, preferring to keep Las Vegas not thinking about how many zeitgabberim may be wandering its streets. Infected brought into the fold generally transfer elsewhere, although a few hundred have decided to put down roots in the area.

A commune mainly located in an abandoned building in Yokohama. They associate themselves with seagulls, the official animal of their prefecture.
