Two keypads must be activated in order to restore power to the bot garage. This will allow you to release two Military Bots which can assist in destroying the enemy Military Bots (Once all enemy bots are destroyed, you will be able to access the Comm Station). The Comm Station allows you to access the tunnels, where you can find the key that lets you open the doors to the actual computer area of the base where Gary Savage is hiding (along with Daedalus). Releasing the bots is optional (since you can destroy the enemy bots with rockets, LAMs, etc). Going through the tunnels to get the key may even be optional as well, as (depending on your settings) you may be able to use lockpicks or destroy the doors it unlocks.
One of the keypads can appear on the wall of the Globe meeting room just above the main lobby of the building.
One of the keypads can appear on the wall in the back room of the main building near some pipes. This room can be accessed through a door in the back of the building, or through a small opening vent in the back wall of the main lobby.

After finishing in the computer room with Savage, you need to talk to Tong and Jock to progress to the next area.
The computer with the UC schematics can be in a few different spots on the map. There is another computer that can also be in the same locations, but it's not useful.

Walton Simons' location during the exit from the OceanLab has been randomized so you can't just kill him with a well placed LAM anymore!
In order to stop him from manually disabling the missile, you must kill Howard Strong before you can leave the level. He will not appear unless you have Merged the AIs in Vandenberg, gotten the UC schematics from the Ocean Lab, and redirected the missile in the Silo (This is more of an issue in Entrance Randomizer than in normal Randomizer).

Howard Strong can also appear in his standard location on a cherry picker on the second floor of the silo. He'll probably just kill himself with LAMs here.
This is where the button and the computer normally are. Howard Strong can appear here if the computer is not here.

After killing Howard Strong, Jock will appear in a random location. Note that this is the helicopter labeled "Jock Escape", not the helicopter labeled "Backtrack", that helicopter will take you back to the previous map.
