When revisiting Battery Park, Harley Filben and a pair of bums (Curly and a woman) are randomized. Harley Filben will sell you the password that you can give to Curly so that he can tell you the code to the phone booth that takes you to the mole people. The code can also be found in a book (Curly's Journal), which will be randomized in the level also. Depending on your settings and your inventory, you may also be able to hack the keypad in the phone booth making this whole adventure optional.
Harley or the bums can be moved to the front door of Castle Clinton
Harley or the bums can sometimes be found in this shack across from the subway entrance. This is where the bums can be found in the unrandomized game.
Harley or the bums can be moved to the Eagle Statue at the end of the East Coast Memorial
Harley or the bums can be moved into the subway. This is where you would normally find Harley.
Harley or the bums can be moved near the vending machine at the docks that used to be the secret entrance to the castle.
The goal of this mission is to get into the secret tunnel inside the Women's Bathroom. The secret door can usually be blown up, but there is also a keypad under the sink that you can find the code for or hack. The code can be gotten from a bum who asks you to fix the water in the station:

You can also get LAMs by either providing Zyme to the junkie who threatens to blow you up (You can buy Zyme from the Drug Dealer), or you can buy a LAM from the leader of the Rooks:
The Rooks leader will give you the LAM for free if you kill the Drug Dealer.
There are 5 character who are randomized in this level, but talking to them is not mandatory. They are:
- The Drug Dealer (Rock)
- The Junkie (with a LAM)
- The Bum (Charlie) who asks you to fix the water in exchange for the keypad code
- The Rook Leader (El Rey) who can provide you with a LAM
- The Useless Bum (Gives some information, but nothing of value)
Any of the shuffled characters can appear on the East side of the tracks near the stairs. This is where the bum would normally ask you to fix the water.
Any of the shuffled characters can appear at the North end of the tracks. This is where the useless bum would normally be.
Any of the shuffled characters can appear at the South end of the tracks. This is where the drug dealer would normally be.
Any of the shuffled characters can appear in the Men's Bathroom. This is where the junkie would normally be.
Any of the shuffled characters can appear next to the broken water valves off to the East. You need to hop down on the tracks to get to the access door. You'll likely need explosives to clear the debris blocking the path.
Any of the shuffled characters can appear on the East side of the upper level.
Any of the shuffled characters can appear on the North-West side of the upper level. This is where you would normally find the leader of the Rooks.
The barrel of Ambrosia is shuffled in this level. It can be found in one of several locations.
One NSF soldier is shuffled in this level, as he is the one holding the key to get through the East gate you go through to get into the hangar. This is technically optional since you can jump through the holes in the gate, or often you can coax an enemy into opening the gate for you. In the pictures here, the soldier is the one identified as Terrorist13.
The soldier can appear in front of the large (unopenable) hangar doors
The soldier can appear in front of the (unopenable) South Gate, which looks just like the East Gate.
The soldier can appear in front of the security tower to the North-East of the helipad

The soldier can appear on the docks to the West. This is where he would normally be in an unrandomized game.
The barrel of Ambrosia in the Airfield is also randomized and can be found in one of several locations.
