Settings related to the throttling of threads used by the Pigeon Voice Server:

• Minimum Worker Thread Count: The Minimum number of threads available in the Worker Thread Pool for each CPU in the machine.
• Minimum Completion Port Thread Count: The Minimum number of threads available in the IOCP (IO Completion Port) Thread Pool.
