About Rematches

Certain trainers will be available for rematches after you defeat the champion for the first time and, in some cases, fulfill certain other conditions. You'll need to seek these trainers out at the right time and place to ask for a rematch. Generally, gym leaders are available in the locations where you could get their phone numbers in HeartGold and SoulSilver. Once you find them, they'll battle you then and there with a full team of six Pokémon around the mid 50's level range. Once you defeat them, you'll need to beat the Elite Four again before you can challenge them another time.

Once you collect all 16 badges, the Elite Four will permanently upgrade their teams to six Pokémon each at higher levels.
