PicoRun4.1_1E17_RHC

Based on PicoRun4, but with the change that the GENIE (ghep) files now specify the "run number" in NtpMCTreeHeader::runnu. This run number is the so-called TaggedRunId described here, i.e. FileCounter + (IsRock ? 1E9 : 0). This same value is also stored in the TG4Event::RunId of all of the edep-sim ROOT files. (Previously, for the pre-spill-building "singles" files from edep-sim, the RunId was just the FileCounter, and the 1E9 offset for rock "runs" was not added until the spill-building stage.)

Other (breaking) changes

HDF5 filenames now end in .hdf5 instead of .h5. This is the convention of DUNE.

GENIE filenames now end in, e.g. 00123.GHEP.root, rather than the previous 00123.0.ghep.root, for consistency with the convention used everywhere else in 2x2_sim.
