Add [rel] in the PR title for build and run all tests

update the VERSION file

update the README

check the build with all deps

Create the release on github with a v... tag

Copy the Zenodo link

Go to the actions "deploy pipy" and run the workflow on the branch v...

Checkout the code and build the doc

Remove the html/Mathjax/.git folder

Copy the doc to /stable and v... in the doc folder on dgtal.github.io

Bump the VERSION in the main for the next beta release
