Who and What Are Stakeholders? As used in the Digital Equity Act, "Stakeholders" are individuals or organizations who coordinate and cooperate with a state's Administering Agency to advance the objectives contained in the State Digital Equity Plan. Stakeholders include, but are not limited to: - Community anchor institutions. - Local governments. - Local educational agencies. - Native American tribes. - Nonprofit organizations. - Organizations that represent covered populations. - Civil rights organizations. - Entities that carry out workforce development programs. - State and local agencies that are responsible for administering or supervising adult education and literacy activities. - State and local public housing authorities. - Internet service providers (ISPs). - Digital navigator programs.
