What Required Documents are Missing From CDCR's CTS?

Many of the contractually required documents are not being made available on CDCR's CTS Electronic Repository.

The following documents are required to be available on the CTS, but are not:

Moreover, although the Title 15, Department Operations Manual, and Healthcare Department Operations Manual are available on the CTS, a variety of documents that are included in these documents by reference are not available. As a result, these documents are incomplete.

Documents Included in CDCR Title 15 by Reference, But Not Available on CTS

The CDCR regulations governing Adult Institutions, Programs, and Parole are contained in Division 3 of Title 15 of the California Code of Regulations. The regulations are commonly referred to as Title 15 and are not complete in themselves. Title 15 makes many references to other documents. The documents that are included by reference are necessary to understand the regulations contained in Title 15.

The documents that are included by reference are necessary to understand the policies and procedures contained in the HCDOM.

The documents referred to in the HCDOM include, but are not limited to, the following:

• Comprehensive Accommodation Formulary (§ 3.6.2)
• DME and Medical Supply Formulary (§ 3.6.1)
