PPP paper brainstorm page

The main idea here is two-fold:

1. regroup/rationalize/densify the abundance of material we have already created in the 3 SAND reports centered on load-balancing -- in particular but not limited to improvements of and variation about the GossipLB paradigm:

• SAND2019-1134
• SAND2019-5139
• SAND2020-3967

2. finalize and test the first elaboration we have done for communication-aware LB, including the concept of total work which we never go the time to investigate thoroughly.
