| DSB | General | We farewell Michael and Hemang who will be leaving the DSB at the end of the month, we thank both for their great contribution to the CDR and the DSB.Michael: "After 7 years, I am stepping away from the DSB next week. I doubt many of the people on the call were actually around in those earlier days, but regardless to all of you I really appreciate your time and generosity over the years, it's been lovely. I hope it's been lovely for everyone else as well. It might not be my absolute last Implementation Call, I'll still be working in the CDR and also the Digital ID in related spaces after the DSB, including with some of you on this very call so I'm sure I'll cross paths with many other people in due course." |

| General ⭐ |
Implementation Call Outlook invite issue There is an issue for Outlook users who have saved calendar invites for the October Implementation Calls where invites are showing the incorrect time of 4pm (AEDT). This occurred since the switch to daylight savings time (DST), where the iCal export has an incorrect DST rule. This has led to the October events in Outlook thinking DST should end on the last Sunday of October whereas it should be the first Sunday of October. This has been investigated by our software provider Trumba who have released a patch, however, it didn't help users who have previously added to their calendar using an iCal file, remaining calls are unaffected. |

| Guidance ⭐ |

Consultation on breaking changes from MI23/MI24 is pencilled in for February 2026. This is part of a broader re-evaluating by the Chair of the current strategy for scheduling, frequency, and volume of change releases. This includes a reassessment of the rationale behind implementing changes. |

SLA requirements Are there any specific SLA requirements that apply to lenders for updating product information published under the Consumer Data Right? |
While there are no specific time frames for product data to be updated, the CDR standards require the following in relation to data quality:“If a Data Holder of CDR data is required or authorised under the Consumer Data Rules to disclose product data, the Data Holder must take reasonable steps to ensure that the product data is, having regard to the purpose for which it is held, accurate, up to date and complete. This broadly mirrors Privacy Safeguard 11, which requires data holders to take reasonable steps to ensure that consumer data is accurate, up to date and complete. For the purposes of Privacy Safeguard 11, the OAIC has published guidance on what is considered reasonable steps in paragraphs 11.34 – 11.36, Chapter 11 of the OAIC Privacy Safeguard Guidelines. The guidance states that relevant factors to consider include the nature of the entity, adverse consequences if the quality of CDR data is not ensured and the practicability of taking action, including time and cost involved. We consider these would also be relevant to participants consideration of what reasonable steps to take to ensure product data is accurate, up to date and complete, as required by the above-mentioned standard. In the case of product updates, data holders may want to consider building into their product update process mechanisms to ensure that CDR data is ready to be updated as/when those other changes go live. ACCC note that what is considered reasonable will depend on the circumstances of a particular scenario. CDR participants may wish to seek their own advice on how best to comply with their CDR obligations. |

Clarification on Data Holder's sharing voluntary data Can DH share data determined as voluntary data based on Compliance Guide for Data Holders - Banking and non-bank leaders sector? In the guide, it says DH may disclose voluntary data. However the answer given in this article (participant ADR as "https://cdr-support.zendesk.com/hc/en-us/articles/5478272146703-Sharing-required-and-voluntary-consumer-data" says DH can not share voluntary data? |
We may try to clarify that article, but it is not saying that a DH cannot share voluntary data. Although the question was about energy data, the answer is applicable to all sector data holders. The question was asking what a DH should do if an ADR requests more data than the DH is able to disclose, particularly in the context of historical data. The questioner suggested two options -
The ADR may not be aware of whether the DH is offering voluntary data or not, and they may request more than the required limit if this is what the consumer has consented to. Some DHs may offer voluntary data and some may not, and some consumers may not have more than the minimum required. |
