Using role hierarchy information is visible only to its owners and users above them in the role hierarchy. Create sharing rules for other users who also require access. Sharing rule is a third level in record level security. Sharing rules helps us to open up access for records with Roles, Roles and Sub-ordinates and Public groups.
- You can give two types of access using sharing rules: Read Only or Read/Write
When you want to share a bunch of records between two Public groups or Roles then sharing rules comes into picture.
Sharing rules are of two types:
- Based on record owner
- Based on criteria
- Guest user access, based on criteria

To access sharing rules for any object:-
- STEP1: Go to Sharing Settings from quick find
- STEP2: Select a object on which you want to create sharing rules
- STEP3: Click new under sharing rules
- STEP4: Fill out required details as per your requirements
Consideration and Best practice for sharing rules
- You can define up to 300 sharing rules for each object including 50 criteria based sharing rules
- You can't include high-volume portal users in sharing rules because they don't have roles, and can't be in public group
- When you delete sharing rule, the sharing access created by that rule will automatically deleted
