将指定集合中的元素插入 BitList 的指定索引处。

index: Type: System.Int32
应在此处插入新元素的从零开始的索引。
collection: Type: System.Collections.Generic.IEnumerable(UInt32)
一个集合，应将其元素插入到 BitList 中，其中每个整数表示 32 个连续位。

Type: BitList
当前 BitList 集合。

异常	条件
ArgumentNullException	collection 为 `null`。
ArgumentOutOfRangeException	index 小于 `0`。
ArgumentOutOfRangeException	index 大于 Count。
