The entire Communication section is controlled by the admin.communication feature flag; when it is disabled the menu entry, landing page, and descendants return 404 regardless of role.

If the category flag is disabled, all Communication routes redirect to 404. When the flag is enabled but neither support nor marketing are available, the landing page also redirects to 404 to avoid a dead end.
