First, select the Announcement icon located in the top right corner of the OCI console.

To view the current status of all services across all regions,

click on View Health Dashboard

In below screen, we can see current status of every region

Scroll down the same page to view any incidents that have occurred in any region over the past 3 months.

Next, select subscription and click on create announcement subscription

Fill the the required field and select topic also

Announcement is created.
