Signal Warfare

Concept Overview:

Allow elements with certain tools the ability to intercept and retransmit radio signals, hack auto turrets and remote control vehicles, and spoof radar weapons. Give AI a version of this skill set as well by feeding AI information when players use certain nets and giving AI remote control vehicles if they get too close to enemy bases.
