Seal & Judgement of Wisdom
The largest source of mana regeneration comes from Seal and Judgement of Wisdom.

Proc Frequencies
Procs per Minute - Seal of Wisdom Seal of Wisdom has a static PPM of approximately 15 PPM, regardless of the speed of the weapon that you are using. Note that mob avoidance is not accounted for in the formula.
Procs per Minute - Judgement of Wisdom - Autoattacks Only
Judgement of Wisdom has a 50% chance to proc from your attacks and certain spells. Assuming that you are only doing auto attacks, the PPM of Judgement of Wisdom is dependent upon the speed of your weapon. The more attacks that you do, the more Judgement of Wisdom procs you will get. Note that mob avoidance is not accounted for in the formula.

Spirit
Spirit can provide significantly high passive mana regeneration, however, it should not be relied upon as a consistent source of mana. Protection paladins heavily rely upon mana-based abilities for threat generation and mitigation, so it is unlikely that spirit mana regeneration will have a significant uptime during encounters, unless the paladin has run out of mana.
Spirit mana regeneration operates under a Five-Second Rule (FSR):
- After using any mana-consuming ability, spirit mana regen is disabled and a five-second timer begins.
- After five seconds have elapsed, spirit mana regen will resume.
- Using any mana-consuming during the timer will reset it.
When spirit mana regeneration is active, it restores mana every 2 seconds, and is dependent upon your level and your Spirit stat. The MP2 formula only applies towards level 60 paladins and may not accurately reflect spirit regen at lower levels.
The MP2 can be translated to MP5 to make it easier to interpret.

The chart below demonstrates spirit mana regeneration at different Spirit values.
