Scan settings allow you to restrict scans to certain:

• Distribution types.
• URL targets -- based on whitelists and blacklists.
• Amount limits (global and per user).

Profile settings allow you to restrict certain profile options, currently you can restrict which modules and plugins will be available when creating/editing profiles.
