Currents 248 - Email notification from reviewers is sent too quickly

• Current implementation is based on the 'on change' event of the select box
• Remove the on change event and change it to a button click
• Add button..

Testing

• Add reviewers to article
• Login as a reviewer while the article is in review (so they can leave a review)
• Change their review suggestion and ensure that no email is received
• Click the submit button and an email should be received and the color should reflect their selection
