Like the games in the actual Elder Scrolls series, Elder Kings 2 is set on the continent of Tamriel (with the addition of Yokuda). Tamriel is traditionally divided into the nine Imperial Provinces, which are the basis for the de jure Empires (High Kingdoms) of EK2.

The de jure High Kingdoms are:

• Cyrodiil (Splits into Colovian Estates and Nibenay)
• Skyrim (Splits into Western Skyrim and Eastern Skyrim)
• Hammerfell
• High Rock
• Morrowind
• Black Marsh
• Elsweyr
• Valenwood
• the Summerset Isles
• Yokuda

Several more Empires can be formed by Decision:

• Tamriel
• The Reach
• Vvardenfell
• Greater Orsinium
• The Direnni Hegemony
