"The Ashlanders are mostly nomadic Dunmer that traditionally dwell in Vvardenfell and, in a minor scale, other Morrowind areas. The split between Ashlanders and other Dunmer happened with the First Council and rise of the Great Houses, which forced them into the poorest and most hostile lands to settle."
