First steps to start modding pvz heroes are

Download

• Visual studio code

And one or both of this tool's

• Asset bundle extractor Avalonia (with this tool you can extract PVZ Heroes resources)
• Asset studio (this tool is pretty good for previewing/unpacking and replacing textures)

Also if you want you can use this tool for editing/creating cards
