It can be created in a Crafting Table, via shaped recipe:

When equipped in the Arcane Scroll slot, it will provide the bearer with an ability to freely fly, at the cost of slowly consuming their experience. When flying, it will also compensate mining speed penalty, boosting block breaking rate back to regular value.

Flight granted by Gift of the Heaven is completely similar to the flight in Creative Mode. It also includes ability to accelerate by holding Ctrl and fall damage immunity.

The exact consumption mechanic for the scroll is as following:
Each tick the bearer is actually flying, there is a 2,5% chance that 1 experience point will be subtracted from player's total experience. This results in average consumption of 0.5 experience points per seconds, but may vary depending on the rand... I mean, depending on the will of the fate.

Once you have 0 experience left, flight ability will be immediately disabled. This could be quite dangerous if you are flying on great heights or above the Void, so keeping track of your available experience is recommended.
