It can be created in a Crafting Table, via shaped recipe:

When worn in the Charm slot, it will give the wearer +50% Mining Speed, +2.15 Reach Distance, +1 Luck and Night Vision effect if they are in darkness, deep enough underground.
The last effect can be toggled on and off if whenever you want it, by Right-Clicking with charm in hand.

Obviously enough, significant boost of mining speed and increased block reach make this item perfect for mining sessions and clearing out large areas of blocks. Mining speed boost applies independently of block types and tools used on them. It can also be combined with Haste effect to achieve even faster block breaking speeds.

The exact conditions for having Night Vision when wearing the charm are as following:

• Wearer's altitude must be below level 50.
• Wearer shouldn't be submerged in water.
• Wearer shouldn't be able to see the sky.
• Wearer shouldn't reside in The End or the Nether.
• Light level on the wearer's position should be below or equal to 8.
