Zephyr Foundation got the highest number of votes (10)
1 vote for AMPO
1 vote for MAG

If Zephyr, strong desire for ensuring that Zephyr has paid employee to do work
MAG voted for AMPO given that it is a long standing professional organization; Would be okay with Zephyr or any other option
TransLink, MWCOG - AMPO was second choice
TransLink was concerned with AMPO's Admin costs and given that AMPO is a US agency it was less important for the agency
CMAP - ITE brand is established and carries a lot of prestige. Concern w/ being overly reliant on volunteer hours if went w/ Zephyr; Zephyr is second choice
ARC has concerns about ensuring that Zephyr finances (and other information, such as previous experience) are available for review to ensure ARC will approve of providing funds to Zephyr
From legal perspective, there should be no difference between contracting with AMPO vs Zephyr
Previous experience: Zephyr is contracting w/ FHWA for TMIP support; about to execute contract to support NSF project; this would be first pooled fund project
Please provide written questions that Joe can discuss with the attorney
Ohio DOT, its easier to send money to Zephyr than AMPO. If Zephyr can structure contract as software maintenance then can treat Zephyr as a vendor similarly to other software (such as Caliper)
Ohio DOT to send example templates for software support to group
For many agencies (including TransLink), contracts under ~$50K require less admin sign-off
Software licenses may need to go through IT
Can plan to explore alternative contracting option as a parallel path as transition is carried out
