This system is automatic and defaulty enabled. You can disable it from cba addon settings and change time from there.

What this does?

• Show timer counting down top of the briefing screen, showing remaining time and inside (local time when missions is estimated to start)
• Admin can change the time on the fly and other players to request more time during briefing screen.
