Common cmi5 Implementation Errors - returnUrl
Art Werkenthin reported to the group that content tool vendors and content authors are still having difficulty understanding that the cmi5 state property, returnUrl, MUST be used by the content when provided be the LMS.

Best Practices
The group review best practices and consolidated the list of all them discussed in the last several weeks. It was agreed that each best practice proposed would be added to the issues list (one best practice per issue). Each best practice issue will be reviewed and a pull request will be made to the "Best Practices" page on the cmi5 gitHub website
Working Document Drafts
The group agreed to use the Wiki for informal working document drafts prior to adding a document to the GitHub repo (and use formal pull requests, etc.).
