The regulated DC to DC converter generates a fixed, stable DC voltage from a supply whose voltage may wander, wane or otherwise vary over relatively moderate periods of time. Even though the input supply voltage varies over time, it is considered DC because on average its value is not zero-volts with respect to the return line. The output voltage on the contrary is regulated with a small ripple artifact related to charge and discharge cycles as the circuit responds to variations in the demand for current.
