Torrent is hard to be blocked completely, it is because each download/upload are not from a specific IP address but rather to a infinitely many IP addresses, as it is called peer-peer. Campus network administrator couldn't possibly block all of the peers IP addresses.

The question now is how do we get these peers. In campus network, the administrator can easily block all of the trackers, which provide the IP address of its peer. Blocking tracker makes the client unable to find its peer, and thus no download/upload are made from your computer.

However, getting peers nowadays are not only relying on trackers. There are multiple concept that are used to avoid a centralize server who provide the peer IP. Peer exchange is a mechanism to share peer IP address from one peer to another. Thus you can have a peer-peer sharing of peers IP address. The good news is you can now find a peers provided you have another peer. But the problem is if you get peers from peer, how do you get the first peer. This problem can be solved easily with an external connection such as mobile phone internet which either doesn't block the tracker, or could have tons of peers in that network. Thus you can get your initial peer by connecting to a phone internet and connect back to your school network. This way no one can stop your torrent.
