The Simulated Population Centers system allow zeus to put soft limitaton on explosion usage inside of a city. All Population Centers are listed a diary record avalible in the map screen so you know were to avoid explosives.
The system does not (of yet) spawn any civilians and will only simulate civlian casualties by promting the mission controllers.
