Each government has a capital city which is safe from monsters. The player's relationship to each government is defined through a Standing system. The player's standing with a government increases by completing quests in that area, and by completing dungeons in their territory.

Black Rose Legion (Non-Government)

Black Rose Legion is a clandestine organization of highly trained assassins and spies. Their origins are shrouded in mystery, and even their existence is not widely known. They operate outside the law and answer to no one, taking on contracts from powerful individuals and organizations across the land. Black Rose Legion's assassins are hired by Governments for tasks, such as assassinating rivals. Since the Black Rose Legion is not a government, they do not hold any territory and have no Standing system associated with them.

Government-Player Relations

Wanted

Player becomes wanted when they commit illegal actions in a city. Being wanted places a fine on the player, and if the wanted level is too big, they will start getting attacked by waves of guards. Player can remove the wanted status by getting killed by one of the waves (this will also remove the fine), or by escaping the city.

Targetted

Player becomes targetted by a government if the standing falls too low. Entering the governments territory will have a chance of the player being attacked by a government hired Hunter from Black Rose Legion at intervals (not during quests). Standing can be increased by completing quests or by completing dungeons in government's territories.

Note: If targetted, player can only enter the city, by bribing a guard at an entry gate. If fined, player can only enter the city by paying the fine to the guard at an entry gate.
