To support GML 3.2 output and GML 3.2 application schemas.

The basic proposal is to create a gml 3.2 output for WFS. To do so support for encoding GML 3.2 will be developed at the geotools. Since gml 3.2 won’t currently validate within WFS 1.1 some initial support for WFS 2.0 will also be developed.

This proposal involves:

• generating initial bindings for GML 3.2, WFS 2.0, and FES 2.0 in GeoTools
• creating a GML 3.2 DescribeFeatureType output format
• creating a GML 3.2 GetFeature output format
