Opening task issues and assigning them.

Frontend design that we made was opened , comments were made
We discussed whether to use Docker or to deploy the app directly without Docker, and we decided not to use Docker—instead, we will deploy it using some other method.
We decided to proceed feature by feature in the implementation
Login feature and forum feature are decided to be shown on 24th April
Instead of mysql we decided to use PostgreSQL since it is integrated with Django
Action items
Old tasks in the task board were redistributed
Task board is cleaned
Issues up to 24th April are opened and given to each team.
First backend and mobile tasks were given to the teams by issues
