We have a basic right to shelter. But there is mostly a problem with WHERE you want to live. Most want to live close together and furnished with electricity and running water etc.

I saw a company buying up parking spaces and reselling them. This should be criminal activity. You cannot create scarcity of a resource and then be allowed to profit from this. Unless you create parking spaces, but even then.. GREY aera.

However if scarcity naturally occurs locally, we should recognise this and institute a rationing system that is fair and workable. This goes for parking spaces as much as housing.

homelessness

If you choose to live on the street, you should be allowed to. Being homeless cannot be a crime.

Public and free sanitary facilities should be provided to prevent problems with disease. Also there should be a place designated for the homeless, like (a part of) a park.

If you do not feel safe in their company, don´t go there.

Begging is allowed, but there are restrictions to how and density of beggars.
