startEffect(<sShipName>, <sEventName>)

Description

Starts playing an effect event as defined in the ship's .events file.
Returns Effect handle (Handle to started effect). This is mentioned in the RDN document but does not seem to be working.

<sShipName>: Sob* Passed from game
<sEffectName>: string Name of the effect to play.
