SobGroup_UnRestrictBuildOption(<sSobGroupName>, <sBuildTypeName>)

Description

Un-restricts all build capable ships in <sSobGroupName> from building <sBuildTypeName>.
This will not remove research or subsystem dependancies.
It will only work with normally buildable, restricted items.
