LocationCard(, )
Displays a text at the bottom centre of the screen for a given time. HW2_LocationCardEvent is a similar function that can be called from within an event table.

<sLocationCardName>: the text to display; it can be either a quoted string or the index of a localised string.
<fTime>: the time in seconds before the text disappears.
