You can configure the Telegram messenger to use Tor and I2P proxies to circumvent censorship.

Start Tor, Purple I2P and wait at least 10 minutes:

Open MENU -> I2P Settings and enable HTTP outproxy

Make sure you are using http://outproxy.acetone.i2p:3128/ or http://4uhjrmilirueyiaps7qshnyhbamyxusyjcbiy6lwh7oq5wyqisbq.b32.i2p:8888/ outproxy addresses.

Configure Telegram to use Tor and Purple I2P proxies:

Tor Socks5 Proxy: 127.0.0.1:9050

Tor HTTP Proxy: 127.0.0.1:8118

I2P HTTP Proxy: 127.0.0.1:4444
