Issue #378 - Explicitly allow the LMS to override the "masteryScore" as defined in the course structure

This issue began as a question on whether the "masteryScore" could be overridden by the LMS administration (i.e. a course edit after import) and then evolved into a discussion over how activity (AU) ID's and course ID's are managed.

The group continued to discuss this issue from last week. See the following Issue discussion thread for background: https://github.com/AICC/CMI-5_Spec_Current/issues/378

The group did discuss a possible scheme for implementing some kind of activity ID version identification to address changes to learning activity definition (and other course structure changes). The following version management scheme was discussed:

  1. The LMS will pass the activity id on the URL launch line (The activity ID would be LMS created based on version identifier using some kind of "hash", prefix, or otherwise)
  2. LMS will write an ID (directly from the course structure) into the context template – “publishedID”
  3. The AU will not change its behavior otherwise. (the AU rules would remain unaffected by these changes)

While the group did discuss possibilities, it was determined that defining a specific means to do this should be tabled until other potential xAPI stakeholders/experts could comment on whether the capability is worth the effort. (Since Concerns were raised were raised on both sides of the issue.)

Members of the cmi5 working group will survey the xAPI community to determine if there is a level of interest in version management of activity ID's based on course structure changes. If this feature is found to be truly necessary, the group will resume specifying a mechanism. Until then, the group will focus on resolving the other existing issues.
